2018 Taean World Tulip Festival is from April 19 to May 13 so you can enter the festival.
In Korea percent flowering was about 10 days faster on a national scale.
Flowers are expected to bloom at least 80 % on the day of the flower festival (April 19).

If you come a little earlier than the original schedule, you'll be able to see a nice view.
